A94 Forstinning-Marktl Motorway
The background
The federal highway B12 in eastern Germany, connecting Munich to the A3 motorway next to the the Czech border, was exhausted and faced a high number of accidents and severe traffic congestion. To improve the flow of traffic and road network, the Federal Republic of Germany, represented by Die Autobahn GmbH des Bundes, sought an experienced partner to deliver the A94 Autobahn.
In 2016, the Isentalautobahn GmbH & Co. KG consortium compromising Invesis, Berger Bau and Eiffage, were awarded the PPP contract to deliver the A94 motorway. The consortium is responsible for the design, build, finance, maintenance and operation of the 77 km long motorway section of the A94 between Forstinning (near Munich) and Marktl.
The A94 Autobahn plays a central role in connecting the south-eastern Bavaria region to Munich and is part of the Trans-European Transport Network (TEN-T). Former Federal Minister Andreas Scheuer, Member of the German Bundestag said, “The construction of the motorway is a huge gain for Passau, south-eastern Bavaria, and the whole of Bavaria. We are increasing road capacity for traffic – and at the same time, reducing noise and exhaust pollution for residents.”
The project was successfully delivered in 2019 and has significantly improved the road network.

At the procurement stage, Invesis was established within the German market, as we were delivering two other PPP projects on behalf of the German Ministry of Transport. The A94 motorway was the fourth of eight projects procured under the German Ministry of Transport’s second PPP programme.
By partnering with the Isentalautobahn GmbH & Co. KG consortium, the client worked with a trusted partner who had experience in delivering high-quality German road infrastructure concessions, while providing an economically efficient financing solution.
The section of road was built on an ecologically sensitive landscape that contained several species and habitats that were protected under nature conservation law (« FFH areas »). To prevent damage to the landscape, numerous engineering structures were erected as part of a plan that incorporated comprehensive protection measures throughout the construction and operational phases of the project, to protect plants, animals and habitats.
